What's better for a F2P player?

Hey everyone, I was wondering what players from the new promo are better for the F2P players, the 101's, or the 94's, but upgrading them. What do you think?

You can only max one 94 f2p and they require specific tokens for leveling up so you can do both if you want but you need to use your first 5 pick tokens on the 5 10% boost players then work from there
