My life .. Is there anyone else experiencing issues with 'Google Pay'/NBALM 'Store' purchases?

With mere hours remaining on the 'Stars & Stripes' promo I can't purchase anything from the 'store'/Google Play/Google Pay/etc. & with my current number of flags-coupled with the lack of 7-8 hour updates left until expiration-I have put in a ton of work to fall just short of my goal.

Has anyone else experienced this & stumbled upon a quick remedy?
